The map of industrial demand in the Eastern Province
The Eastern Province is the heart of Saudi Arabia’s oil and petrochemical industry, with ports, industrial cities and large warehouses. Demand for workers here rises and falls with operating and maintenance schedules more than with consumer seasons:
- Plant turnaround seasons (major shutdown maintenance): a planned shutdown of operating units for weeks, during which the plant needs large numbers of welders, blacksmiths, insulation technicians, scaffolding workers and industrial cleaners, and then the need goes back to normal.
- King Abdulaziz Port in Dammam and supply chains: loading and warehouse workers, equipment operators, and heavy truck drivers between the port and the industrial cities.
- Support services for oil and petrochemicals: insulation, scaffolding, industrial cleaning, transport and on-site catering.
- Jubail Industrial City: warehouses, maintenance, catering, and housing for contractors’ workers.
- Al Khobar and Dhahran: services, trade and restaurants, plus oil service yards and commercial warehouses.
Because these peaks are usually known in advance, monthly leasing suits them: a company that knows the date of its turnaround can post its request before it, and a company whose contract is ending can offer its team before the team goes idle.

Industrial site gates: get the worker ready before he arrives
Many industrial sites do not let a worker in until his papers are complete and he has had a safety induction. When you lease workers for an industrial site, agree in advance with the providing company on:
- Documents: a valid iqama (residence permit), the documented arrangement between the two companies, and whatever documents the site asks for to issue entry permits.
- Training and safety: the safety courses the site requires, the protective equipment needed, and who provides it.
- Licenses: licenses for drivers and equipment operators, and welders’ certificates if the site asks for them.
- Time: entry procedures take time, so count them in the schedule before the maintenance starts.
A timeline for a turnaround season
A turnaround season is planned in weeks, and the workers are part of the plan, not an add-on to it. Here is a practical order you can build on:
| When | What you do |
|---|---|
| When the maintenance schedule is approved | Work out the professions and numbers for each week of the shutdown |
| Well before the start | Post a “Lease request” for each profession with the number and the period in months, and get in touch with the providing companies |
| After you agree | Sign the written agreement, and document the arrangement through the Ajeer platform or a licensed provider |
| Before entry | Finish the entry documents and training, test the welders and operators, and check the licenses |
| During the shutdown | A daily attendance record signed by both sides, and safety follow-up |
| At the end | Hand the workers back, close the record and make the last payment, and write a review that helps in the next season |
If your company in the Eastern Province is the one with the workers
When a maintenance contract or a project in Jubail or Dammam ends, the contractor still has a team trained for industrial sites, and that team is wanted in other companies’ maintenance seasons. Post a “Workers for lease” ad with the profession, the number, the certificates and the minimum period, and follow the lease requests in Dammam and in Jubail. The legal conditions are in the guide offering surplus workers for lease.
A legal note
Article 39 of the Labor Law forbids a worker from working for anyone other than their employer without following the official rules. Document the arrangement through the government Ajeer platform or with a licensed provider before work starts, and write the exact work site in the agreement, because the permit covers only the worker and the purpose named in it.
